Maintenance for Helios

Helium transferline for the magnet presented a leak on the short piece.  After investigation it was decided that it was downstream from the valve and was a helium leak into the vacuum jacket.  The capillary was excavated by zip cutting the jacket with the dremel tool.  With some snoop the leak was found to be on the weld on the valve to capillary downstream of the valve.  The situation was explained to George and he agreed to work on it.
